Who we are?
Trade unions of Uzbekistan — the mass public organization uniting on a voluntary basis workers of all trades and trained, irrespective of their sex, religious beliefs, racial and a national identity.
Were issued as the republican organizations in 1925.
After achievement of independence of Uzbekistan, in new conditions of political, social and economic life in transition of economy to market relations, creations of multistructure forms of property, development of business, attraction in economy of private capitals and foreign investments, new conditions and for activity of trade unions are created. The right to association of citizens in trade unions is fixed by the Constitution of Uzbekistan. In the mail Law of the Republic of Uzbekistan «Of trade unions, the rights and guarantees of their activity» the legal status of this most mass public organization in the country is defined.
In a basis of an organizational structure principles of federalism, democracy, independence and voluntariness which correspond to practical international norms are put. From top to bottom all trade-union bodies are selected at meetings, conferences and congresses of the representatives selected members of trade unions, and report to them. Each member of trade union has the right to be the selected works and to select in trade-union bodies, through meetings and mass media to discuss the questions, concerning activity of supervising trade-union bodies.
Trade unions are organized on the basis of industrial, branch and territorial principles. Branch and territorial trade unions as the member organizations create the Federation of trade unions of Uzbekistan. In total there are 15 branch trade unions.
Into the structure of Federation of trade unions of Uzbekistan enter also Karakalpakstansky republican, Tashkent city, 12 regional associations of the trade-union organizations.
The supreme body of Federation of trade unions of Uzbekistan is congress which is convoked once in 5 years. Between congresses by Federation activity the Council of Federation of trade unions of Uzbekistan supervises. Council members are selected at congresses of branch trade unions, regional conferences, and also at Federation congress.
Session of Council of Federation of trade unions of Uzbekistan is spent not less than once in a year. Council for a management of activity of trade unions between sessions selects presidium of Council of Federation of trade unions of Uzbekistan which sessions are spent as required, but isn't more rare than an once in a quarter.
The federation of trade unions of Uzbekistan builds its activity on the basis of social partnership which in a new forms mutual relations of trade unions with the state, executive powers and the organizations of employers.
Controllability, transformations occurring in a society allow to define mainstreams of practical realization of measures on protection of the social and economic rights of workers.
Branch main boards, country councils have passed to drawing up of three and bilateral territorial and branch agreements with the ministries and departments, regional administration. At the enterprises and in the organizations directly made collective agreement between administration and the trade-union committee representing interests of labor collective.
The Council of Federation of trade unions of Uzbekistan takes direct part in working out of projects and carrying out of examination of the laws accepted by Oliy Majlis of Republic of Uzbekistan.
By the offer of trade unions and at their direct participation have been developed and accepted «The Law on public associations in Republic of Uzbekistan», based on the General declaration of human rights and the Constitution of Republic Uzbekistan, assigning to citizens the right to freedom of creation of public associations; «The Law on population employment», «The Law on trade unions, the rights and guarantees of their activity», «The Law on the state provision of pensions», «The Law on references of citizens», the Labour code, etc.
On the Vth Kurultae of Federation of the trade unions, 2010 passing in the end the program of actions in the conditions of formation of a civil society has been accepted. Its basic positions:
— Definition of a social role and problems of trade unions in the conditions of transition to market economy;
— Working out of new strategy and tactics of actions of trade unions in modern conditions;
— Reforming of organizational bases of activity of trade unions, formation of principles of mutual relations and interactions with representative and executive powers, political parties, public organizations, employers. Simultaneously defines directions of realization of protection of interests of workers in processes of privatization and the privatization, workers providing requirement for payment, the greatest possible occupation level and unemployment decrease.
Able-bodied population job security, unemployment prevention is one of priority directions of protection of the labor law and interests of members of trade unions. In republic public service on employment of people and training to their new trades is created.
The national policy in the field of safety and factory hygiene, coordination with representative bodies of employers and workers (trade unions), obliges the employer to organize work protection services.
The main task of a protection service of work — revealing and an estimation of risk from influence of the hazardous to health factors arising on a workplace, by control over the industrial environment and industrial operations, prohibition of conducting works on the faulty equipment.
Within the limits of the national policy in labor safety questions the statutory acts regulating working hours and rest, especially for the persons occupied on harmful and hazardous to health works, labor activity of women, about motherhood and childhood protection, the minimum age for employment are accepted in coordination with Council of Federation of trade unions, the interdiction of use of work of the persons who have not reached majority (18 years), on works with harmful and dangerous working conditions is entered, training and a professional training on safe manufacture of works is carried out.
The problem of health protection and preventive maintenance of disease of workers dares through development of a network of hospitals and polyclinics, resorts, sanatoria-dispensaries, boarding houses, houses and bases of rest, perfection of medical examination of workers; members of their families. The ministries participate in realization of this complex program and departments, the enterprises, trade-union and other public organizations.
In the country the accurate system of sanatorium service of the population is created.
The republic Uzbekistan has unique natural climatic factors for population improvement in habitual environmental conditions.
The Council of Federation of trade unions of Uzbekistan has a wide network of sanatorium establishments, management with which is transferred management of resorts.
Lately in all sanatoria building, reconstruction of medical cases, equipment by modern medical equipment is spent and the conditions answering to the world standards are as much as possible created.
Trade unions of Uzbekistan together with administrations of the enterprises closely are engaged in the organization of children's camps that is an integral part of improvement of members of trade unions and members of their families.
Trade unions of Uzbekistan conduct active work on development of mass physical training and sports. In structure of Council of Federation of trade unions the Sport society of trade unions which has a wide network of youthful sports schools, including schools of the Olympic reserve.
With independence of the republic of Uzbekistan trade unions spend purposeful work on an establishment and development of equal in rights and mutually advantageous communications with the professional centers of foreign countries, activization in the international trade-union and other nonstate and non-governmental organizations, the socially-focused funds.
Main objective of the international activity of trade unions of republic is studying of world experience of trade-union activity in the conditions of democracy and market relations, the frictionless civilized decision of problems on protection of the economic and social rights and interests of workers, interactions with the state, enterprise and other public structures, preparation and improvement of professional skill of shots, popularization of own model of development of Uzbekistan, increase of its authority and a role on the world scene.
